Introduction to LiaoNing Singing and Broadcasting Art Association

    辽 宁 省 歌 唱 与 演 播 艺 术 协 会 ， 英 文 名 LiaoNing Singing and Broadcasting Art Association（缩写 LSBAA），是由歌唱艺术专家和语言艺术专家及社会各界歌唱、广播剧和演播艺术爱好者及热爱这三种艺术形式的人员及相关机构、单位自愿结成的非营利性社会组织。

    本协会旨在代表和维护辽宁省歌唱、广播剧和演播行业的共同利益及会员的合法权益，团结广大歌唱、广播剧和演播语言艺术工作者、爱好者以及关心、支持这三种艺术形式的社会各界人士，调动和发挥一切积极因素，努力为会员服务，为行业服务，在政府和会员之间发挥桥梁和纽带作用，承接各类演出、广播剧制作和演播有声产品及政府有关部门委托的相关活动和其他事项。真正发挥出我省歌唱、广播剧和语言艺术及演播的优势，提高歌唱和演播者素质，提升歌唱和演播者整体水平，扩大歌唱和演播的服务范围及质量，规范歌唱和演播行业发展，维护歌唱和演播者利益并间接带动社会就业（提高失业人口、农村转移劳动力等群体在有声演播行业的从业率和从业素质），为辽宁省歌唱、广播剧与演播行业的健康发展、用声音助力辽宁文化旅游事业发展，对我省乃至全国文旅领域起到突出的推动和助力作用。

    LiaoNing Singing and Broadcasting Art Association (LSBAA for short) is a nonprofit social organization voluntarily formed by singing art experts, language art experts, enthusiasts of singing, radio drama, and broadcasting art from all sectors of society, as well as individuals and institutions that are passionate about these three artistic forms.

    The association aims to represent and safeguard the common interests of the singing, radio drama, and broadcasting industries in Liaoning Province, as well as the legitimate rights and interests of its members. It strives to unite a broad range of artists, enthusiasts, and individuals from all sectors of society who care about and support these three artistic forms. By mobilizing and leveraging all positive factors, the association is dedicated to serving its members and the industry, acting as a bridge and link between the government and its members. It undertakes various performances, radio drama productions, broadcasting of audio products, and other activities and matters entrusted by relevant government departments. The association is committed to truly leveraging the strengths of singing, radio drama, language art, and broadcasting in Liaoning Province, enhancing the quality and overall level of singers and broadcasters, expanding the scope and quality of singing and broadcasting services, regulating the development of the singing and broadcasting industry, protecting the interests of singers and broadcasters, and indirectly promoting social employment (by increasing the employment rate and professional quality of unemployed individuals, rural migrant workers, and other groups in the audio broadcasting industry). The association plays a significant role in promoting the healthy development of the singing, radio drama, and broadcasting industries in Liaoning Province, using sound to support the development of cultural tourism in Liaoning, and making outstanding contributions to the cultural tourism sector in Liaoning Province and even the whole country.

协会业务范围

Business Scope of the Association:

(一)加强政策宣贯。宣传贯彻国家相关法律法规和政策规定，引导会员有效遵守执行、并按照协会章程开展活动；

(二)开展业务调研。定期开展歌唱与演播业务领域调研，为政府部门指导工作、制定规划和出台政策提供依据；

(三)搭建交流平台。搭建会员与政府、企业之间的沟通桥梁，积极反映会员合理诉求，维护会员合法权益；

（四）加强专业自律。经政府相关部门授权或委托，参与制定、修订相关国家标准、地方标准、专业标准，规范专业领域秩序和行为，营造公平竞争环境，推动健康有序发展；

（五）开展交流合作。团结歌唱、广播剧和演播工作者、爱好者、参与者以及关心支持歌唱和演播行业的各界人士，注重专业人才的培养、扶持和推荐；

（六）接受政府委托。承办政府相关部门委托、交办的工作，协助政府组织行业评估及资质考核，开展咨询服务等，在主管单位领导下，助力辽宁文化事业发展。业务范围中属于法律法规规章规定须经批准的事项，依法经批准后开展。

(1) Strengthen Policy Propagation and Implementation: Promote and implement relevant national laws, regulations, and policy provisions, guide members to effectively abide by and carry out activities in accordance with the association's constitution;

(2) Conduct Business Research: Regularly conduct research in the field of singing and broadcasting to provide a basis for government departments in guiding work, formulating plans, and introducing policies;

(3) Establish a Communication Platform: Build a bridge of communication between members and the government and enterprises, actively reflect the reasonable demands of members, and safeguard their legitimate rights and interests;

(4) Strengthen Professional Self-Discipline: With the authorization or commission of relevant government departments, participate in the formulation and revision of relevant national standards, local standards, and professional standards, regulate order and behavior in the professional field, create a fair competition environment, and promote healthy and orderly development;

(5) Promote Exchange and Cooperation: Unite singers, radio drama and broadcasting professionals, enthusiasts, participants, and individuals from all sectors of society who care about and support the singing and broadcasting industry, and focus on the cultivation, support, and recommendation of professional talents;

(6) Accept Government Commissions: Undertake tasks commissioned or assigned by relevant government departments, assist the government in organizing industry evaluations and qualification assessments, provide consulting services, and contribute to the development of cultural undertakings in Liaoning under the leadership of the supervising unit. Activities within the business scope that require approval according to laws, regulations, and rules shall be carried out after obtaining approval in accordance with the law.

入会指南

（一）邀请范围

1.全省（各市）歌唱与演播产业相关主管部门、行业组织及相关产业促进机构；

2.全省（各市）歌唱与演播产业项目研发与运营企业；

3.全省（各市）歌唱与演播企业；

4.全省（各市）高等院校、科研机构中，持续从事歌唱与演播研究的相关院系团队；

5.全省（各市）歌唱与演播产业发展中，做出突出贡献、产出优秀成果的个人；

6.全省（各市）各行业喜欢歌唱与演播艺术的爱好者和参与者。

(I) Invitation Scope

Provincial (municipal) departments, industry organizations, and related industry promotion agencies related to the singing and broadcasting industry;

Provincial (municipal) enterprises engaged in the research, development, and operation of singing and broadcasting industry projects;

Provincial (municipal) singing and broadcasting enterprises;

Relevant departments and teams within colleges, universities, and research institutions across the province (municipalities) that continuously engage in singing and broadcasting research;

Individuals who have made outstanding contributions and produced excellent results in the development of the singing and broadcasting industry across the province (municipalities);

Enthusiasts and participants from various industries across the province (municipalities) who love singing and broadcasting arts.

（二）入会程序

1.（在线）提交报名表。企业与个人会员请扫描识别下图附件相关二维码通过小程序填写入会报名表。包括单位或个人简介、业务范畴等；

2.理事会进行资格审核，确保申请者符合入会条件；

3.审核通过后，由理事会办公室发出拟入会通知，并报辽宁省歌唱与演播艺术协会秘书处办理相关手续。

(II) Membership Procedure

(Online) Submission of Application Form: For corporate and individual membership, please scan the QR code provided in the attached image below to fill out the membership application form through the mini-program. This includes a brief introduction to the organization or individual, business scope, etc.;

The council will conduct a qualification review to ensure that applicants meet the membership requirements;

After the review is passed, the council office will issue a notice of intended membership and report to the Secretariat of the Liaoning Singing and Broadcasting Arts Association to handle relevant procedures.
